This often happens automatically because the default behaviour of crappy Windows software is to switch to HTML mode, without asking, if you put a URL or suchlike into an email, or if you reply to an email which had HTML in it (as was the case with Baz), even if your own default setting is to always use plaintext. My opinion would be that you cannot expect all users to know this, and it is up to the people who run mailing lists to take responsibility not just for education, but trying to avoid this situation. It ought to be trivial for the mailing list software to strip out any and all attachments which are not of type text/plain. Since we don't want either HTML or binaries going to this list, that will cause no harm and will prevent lame-o scriptworms from spreading in this way. Asking people nicely is not enough, if you want a plain-text list then you really have to enforce it with the software.
