You could go and change the start and stop of a pattern, and then insert a blank pattern. For printing it is better to look at it track-wise, this means defining the measurenumber were you want to insert and then define the end and move it by copy and replace. In this case the measures in between are not blank. If I want to write something there and there's too many notes to delete I copy and replace it by a couple of bars from an empty track (usually the tempo track) it should be an initialized track. In fact this is the only thing I can think of which can be handled easier in Cubase. (You do not have scissors and glue in notator).
